Three More Municipalities Establish Development Districts with CMDA, Bringing State Total to Eleven 

New agreements with the Connecticut Municipal Development Authority (CMDA) will map development districts around transit hubs and in downtowns, setting the stage for zoning updates and future housing and economic development

Connecticut — November 20, 2025 — The Connecticut Municipal Development Authority (CMDA) today approved Memorandas of Agreement (MOAs) with three municipalities across the state that establish development districts near key transit hubs and in downtowns, bringing the total to eleven municipalities that have MOAs with CMDA. Six MOAs were approved at CMDA’s October Board meeting and two at the September meeting. With 32 municipalities opted into CMDA, the agency is well on its way to establishing Connecticut as a leader in transit-oriented and walkable downtown development.

These eleven municipalities have collaborated with the agency to map development districts around transit stations and in walkable downtowns of all scales, setting the stage for future regulatory updates, infrastructure investments, and private investment and development.

This marks a major step forward in CMDA’s mission to help Connecticut communities increase housing options and revitalize their downtowns and station areas. CMDA partners with municipalities to plan and deliver housing that supports local economic growth and improves access to jobs and transportation.

  • Torrington 

  • Enfield 

  • Norwich 

  • Waterbury

  • Manchester

  • Bridgeport

  • New Haven

CMDA provides technical, regulatory, and financial assistance to increase housing near transit and in walkable downtowns. Through these partnerships, CMDA helps communities identify development opportunities, modernize zoning, prioritize and invest in infrastructure, and attract private investment to deliver equitable and sustainable growth.
