We are CMDA

CMDA is a statewide quasi-public organization that works with towns and cities to increase housing production in neighborhoods that are mixed-use, walkable, and well-served by transit. Under the leadership of Executive Director David Kooris, we specialize in facilitating the development of vibrant downtowns near transit hubs, fostering sustainable and equitable communities across the state.

We know that effective housing solutions must be tailored to the specific needs and characteristics of each municipality. CMDA works with communities to assess their zoning and housing requirements within the context of their unique infrastructure and properties to build a flourishing downtown that residents can be proud of and utilize often.

Our Mission

We help build vibrant communities in Connecticut with more housing in walkable downtowns and near transit hubs, contributing to a healthier economy and environment across the state.

What does CMDA do for Connecticut?

Housing Solutions

We are a critical resource for municipalities seeking practical and effective solutions to complex housing development challenges and increased demands.

Vibrant, Walkable Neighborhoods

We work with municipalities to develop modern and walkable neighborhoods where folks want to live and work without being car-dependent.

Economic Growth

We provide flexible, customized support that helps municipalities achieve the economic development goals that work for their communities.

A Stronger Connecticut

We foster partnerships that drive meaningful progress and contribute to a more equitable and prosperous Connecticut.

Become Our Partner

Our work with municipalities is elective. When you partner with us, we help you achieve your vision from start to finish, calibrating local policies, and navigating state permitting and approval processes to build housing near transit hubs, and providing financial assistance that can make your vision a reality.

We work at the district or neighborhood level to help realize each community's unique vision for housing growth and downtown vitality. Our goal is to establish Housing Growth Zones with member municipalities that hold high potential for new transit-oriented and downtown development.

We will work with you to think through how factors like economic development and small business support, traffic and mobility, tax base and services, and environmental quality and recreational space relate to one another, and develop a comprehensive strategy for housing growth. We want to understand the big picture—so that we can work together to expedite the kind of growth your community needs.
